As part of that commitment, Constant is adding specialists dedicated exclusively to this goal. Constant Technologies is proud to announce the addition of retired Lt. Sean Arthur (Collier County Sheriff's Office) to lead their public safety division. Lt. Arthur has first-hand experience with designing, building, and supervising a Real Time Operation Center (ROC). As the project manager for the ROC at Collier County Sheriff's Office, Lt. Arthur led the county's project from inception to completion. Under Lt. Arthur's leadership, the ROC grew to be a flagship center, drawing agencies from all over the world to tour and consult with Arthur to learn how to translate the success of Collier County's ROC to their own operations. In his role as Constant's Public Safety Operations Specialist, Lt. Arthur will be in a position to directly help other leaders across the country create their own mission-critical centers.

Lt. Arthur holds a Bachelor's Degree in Public Administration and a Master's Degree in Administration from Barry University. He spent nearly 30 years as a law enforcement officer, where he led and served in many areas of law enforcement, including District Commander, Watch Commander, Lieutenant of Aviation, Marine and Agriculture, Special Events Lieutenant, and Homicide Investigator.
